Answer: In 1999, the former Ministry of Information Industry issued the "Notice on Strengthening the Management of Radio Transmission Equipment" (Ministry of Information [1999] No. 363), which stipulated the style of model approval certificates and the format of model approval codes. In 2009, the General Office of the Ministry of Industry and Information Technology issued a notice on changing the format of the approval code for radio transmission equipment models (No. 9 [2009] of the Ministry of Industry and Information Technology), and the revised model approval code is still in use today.

In recent years, with the advancement of the reform of the management system and the optimization and adjustment of model approval in the electronic and electrical industry, especially since September 2022, the General Office of the State Council has issued the "Opinions on Deepening the Reform of the Management System in the Electronic and Electrical Industry" and our Ministry's "Regulations on the Management of Radio Transmission Equipment", further clarifying a series of favorable measures for enterprises such as allowing applicants to independently compile model approval codes, It is necessary to revise the style and coding rules of the model approval certificate accordingly.

The revised "Model Approval Certificate Style for Radio Transmission Equipment" and "Coding Rules for Model Approval Code of Radio Transmission Equipment", combined with the development of electronic license standards for model approval, have improved the model approval certificate style and refined the requirements for applicants to independently compile model approval codes. Answer: The model approval certificate has been adjusted to the form of adding additional pages to the homepage, and the content of the certificate has been correspondingly increased. The changes are mainly reflected in:

Firstly, the equipment technical information in the new version of the certificate is clearer. With the expansion of new wireless technologies and applications, and the popularization of integrated terminal devices, the original certificate style is difficult to reflect relevant information; The main information of the certified unit and equipment name in the new version of the certificate is reflected on the homepage, and specific information such as technical parameters is reflected on the attached page, which facilitates the complete description of different technical systems and corresponding technical parameters.

The second is to add information on outsourcing enterprises. The old version of the certificate only included the name of the applying unit and did not involve the OEM enterprise; The new certificate includes additional page 2, which includes the production enterprise information, enterprise attributes, and address of the equipment, facilitating the applicant's subsequent processing of relevant information changes and conducting supervision and inspection of the enterprise's production capacity.

Answer: Previously, the format of our department's model approval code was in accordance with the requirements of the "Notice on Changing the Format of Radio Transmission Equipment Model Approval Code" (Industry and Information Technology Department [2009] No. 9). The style was CMIIT ID: XXXXYZNNNN, with a total of 10 digits (up to 11 digits) for the model approval code, where XXXX represents the year number (4 digits), Y represents the equipment type (1 digit), Z represents the origin identification (1 digit), and NNNN represents the serial number (4 digits, up to 5 digits).

The newly revised "Coding Rules for Type Approval Codes of Radio Transmitting Equipment" has adjusted the format style of the type approval code to CMIIT ID: AABCCDDDEEE, where the CMIIT ID remains unchanged and the type approval code consists of a total of 12 digits. AA represents the year code (2 digits), B represents the equipment code (1 uppercase letter), CC represents the territory code (2 digits), and DDD represents the enterprise code (3 digits, at least 1 digit), EEEE represents the autonomous code (4 digits, with the first capital letter or number and the last three digits).

The changes in the new version of the model approval code are mainly reflected in the following aspects: firstly, the original code is obtained together with the certificate, and the new version code is obtained in advance when the applicant submits the model approval application; Secondly, the number of code digits has increased from 10 to 11 to 12; The third is to add an enterprise code category to the code type; The fourth is to simplify the year code to 2 digits; The fifth is to simplify the types of equipment codes from the original 10 categories to 8 categories; Sixth, adjust the original 1-digit origin identification to a 2-digit territorial code to facilitate the identification of the registration information of the applying enterprise; The seventh is to change the original serial number position to an autonomous code, and the applicant can prepare it according to the rules. For example, 23C11AA1A001 represents a public network mobile communication device produced by a certain enterprise in Beijing (code AA1) in 2023, and A001 is the independent code of the device.

4. Question: How do enterprises conduct self coding and what are the precautions?

Answer: According to the newly revised "Coding Rules for Type Approval Codes of Radio Transmission Equipment", applicants can independently develop type approval codes according to the coding rules. When enterprises conduct independent coding, they should pay attention to the following matters:

Firstly, the independent development of model approval codes should comply with radio management laws and regulations, and should not violate public order and good customs, nor cause ambiguity.

The second is that the autonomous code part is generated by the applicant according to the rules, and the applicant should strengthen the management of autonomous code to avoid submitting duplicate or invalid codes during the application. After the acceptance of the model approval application, the applicant shall not change the model approval code on their own.

The third is that the year code is the year when the application is submitted. For applications that are not in the same year as the time of obtaining the certificate, the application time should still be filled in. Fourthly, if the applicant abandons the development of autonomous code, the system will randomly generate autonomous code. The model approval code can be obtained when submitting the application, but the actual effect is still after obtaining the certificate. Only after obtaining the model approval certificate can the enterprise produce and sell relevant radio transmission equipment.

5. Question: After the release of the new regulations, are the original model approval certificates and codes still valid?

Answer: After the official implementation of the new version of the model approval certificate and coding rules, the old version certificate and the original code (CMIIT ID number) will remain valid during the validity period of the certificate and do not need to be adjusted. If the old version certificate needs to be extended or changed, the applicant can submit an application in accordance with the relevant regulations of radio management. After obtaining the new version certificate, the CMIIT ID number remains unchanged. For newly applied equipment, a new model approval certificate and code will be obtained according to the new regulations.
